Santo Domingo Cell Tower Site: Kewa Pueblo, NM

We worked with our frequent project partner, High Water Mark, a native owned consulting firm, to complete multiple cultural resource surveys for a proposed cell tower location for Kewa Pueblo. These surveys were completed with a quick turnaround during the COVID 19 pandemic and required significant coordination with the pueblo to safely survey and document resources in the project area such as the 1880 AT&SF Railway.

PBR N13 Target UXO Cleanup: Santa Ana Pueblo, NM

P3, working with project partner Britannia Environmental and the Santa Ana Pueblo Department of Natural Resources, completed a large-scale cultural resources survey for a cleanup effort of unexploded ordinance from the 1940s when the area was used by the Department of Defense as a bombing range during World War II. Cultural resources on this portion of Santa Ana Mesa are mostly Late Archaic and Northern Rio Grande Classic sites with extensive rock art and agricultural elements near on incipient drainages. 

Tsay Solar Project: Ohkay Owingeh, NM

Affordable Solar contracted with P3 to lead a BIA-driven NEPA process on Ohkay Owingeh. The Pueblo adaptively reused a former landfill by constructing a solar array in the disturbed area to benefit the Tribe, and P3 worked with Ohkay Owingeh and BIA to satisfy the requirements of Section 106 of the NHPA, the Endangered Species Act, and NEPA. This included archaeological and biological inventories of the project site, completing an EA, and extensive agency consultation.

 

Select P3 Infrastructure Projects

BNSF Railway NM 109 Overpass: Jarales, NM

P3planning worked with the BNSF Railway, New Mexico Department of Transportation, and TKDA Engineering to complete a Phase A/B report for the proposed grade separation along NM 109 just south of Belen. Efforts included coordination with agencies, public and landowner outreach, and historic property documentation along this section of the former Camino Real.

Rio Grande Trail Feasibility Study: All NM

We worked with our project partners GeoSystems Analysis, Sites Southwest, Alta Planning, and the New Mexico Energy, Minerals, and Natural Resources Department to analyze the feasibility of building a trail along the Rio Grande in New Mexico. P3 coordinated extensive GIS analyses of the environmental constraints along the project corridor.

Abo Canyon Second Track Project: Scholle, NM

P3 partnered with the BNSF Railway on multi-year mitigation related to a second rail line through Abo Canyon, which involved difficult and complex NEPA and Section 106 processes with 11 consulting parties. As the final mitigation deliverable, we authored and published Ho! To the Land of Sunshine: A History of the Belen Cutoff, which provides a unique perspective on the history of eastern New Mexico from prehistoric times through the present.

 

Other Select P3 Cultural Resource Projects

Ruidoso Interceptor Restoration/ Rehabilitation Sewer: Ruidoso, NM

P3planning worked with FEMA, the Corps of Engineers, and High Water Mark on a large-scale cultural resources inventory in Ruidoso related to to post-flood sewer restoration. This project was fast-tracked and involved documenting nearly 100 commercial and residential buildings, acequias, and archaeological sites along the Rio Ruidoso throughout Ruidoso and Ruidoso Downs, including some of the earliest buildings in the area. Extensive agency coordination was required to meet the project schedule.

San Juan Basin Energy Connect: Shiprock, NM to Ignacio, CO

We led Tri-State Generation and Transmission’s large-scale (500+ acre) cultural, biological, and hydrological resource surveys in New Mexico and Colorado for a proposed 70-mile long, 230-kV transmission line. Areas of focus included organization of the study team, generating real-time GIS data and cartographic support, natural resource studies, agency/tribal consultation, and an archaeological survey report that is the most up-to-date regional cultural-historical synthesis.

Southwestern Railroad Mitigation at LA 13176: Hatch, NM

P3 worked with the Southwestern Railroad on a significant data recovery and mitigation project at LA 13176 near Hatch, NM. Efforts included re-documentation of LA 13176—a massive prehistoric site with numerous hearths and thermal features—and excavation and data recovery of several large thermal features and roasting pits that informed on the prehistoric context and use in the Archaic and Jornada Mogollon periods.
